MY telegram No. 52 of 14th February. Following from consul at Shanghai :
Peking, February 15, 1912.
Opium in Chekiang. Instructions to local authorities from Hangchow are that, from 17th February, prepared opium shops are to be shut, and the use of it confined to medicine; stocks of raw opium are to be verified, and may be sent under permit "into provinces where total prohibition is not enforced. Indian opium is not within the rule, but unlicensed preparation thereof entails confiscation."
I have written several times to the revolutionary Minister for Foreign Affairs, who promises to have treaties observed, but I doubt the extent of Nunking control over Chekiang.

Opium still detained on allegation that it exceeds the amount covered by customs permits. Sassoons are investigating this statement.
